Sub: The Plight of Codava ex service men of Coorg in Karnataka – address their grievances with utmost urgency and care – a complaint to the Hon’ble Defense Minister of India & Chief of Army Staff.

Gullible Codava tribesmen and Codava Ex-Service Men are ousted from their properties only in order to facilitate the proposed dangerous Red Corridor and Ghazwa – Tur – Hind Green Corridor by these monstrous Maoists & ISIS elements.

It is a fact that ex-servicemen M/s Pattada Lt.Col Karumbaiah & Capt. Pattada Cariappa owning lands bearing in survey no. 151 at Kuliyadi village of Ammathi Panchayath in Coorg of Karnataka have been (forcibly stress passed their land and conducted survey by Govt Officials) attempted to evict them & initiated criminal cases against them by the extortionist officials of Govt. of Karnataka at the insistence and instigation of Maoist elements & ISIS duo who’s main idea is to get entry in to the said properties under the guise of landless people who in fact are Maoists & Radical ISIS elements from outside, who might not have stepped in to the district of Coorg these far. It Is a fact that these Maoists and ISIS elements have their ultimate idea to oust ethnic Codava Tribals and Codava ex - service men from Coorg who are known to have defended heroically to save the boundaries of our Nation & gain entry into their respective properties to convert and transform the same as their head quarters i.e. red corridor & Ghazwa-Tur-Hind green corridor. Generally it is known that some rouge elements with left leaning under the fake cover of progressive thinkers that have lost their credibility as public men have influenced the Govt. authorities to evict the said persons.

Their main modes operandi is to cleanse ethnicity of Codava Tribal Race & Codava ex - Army men from the region and regain supremacy. One must know that Coorg is a “cradle of warriors” and every Codava family has at least one of them is in the active Army service and necessarily is a world record. We have mentioned the names of above two as examples only and each and every retired Codava Army men are facing identical rapacious acts threat by the Maoists and identical acts by the governmental authorities at the insistence of anti national elements. Codava’s have lost respect and are being forced to surrender their respective properties. Codava soldiers have in fact become aliens in their own birth place and are losing sentimental attachments. Even though in the prevailing law directs the government to reserve certain extent of lands to be granted in favor of ex - service men in the every consecutive years in the land availability lists, (which will be published every year in the month of June & July for public notice) but the Government deliberately has avoided lands to be distributed to Codava Ex service men, but instead trying to facilitate these Maoists and ISIS intruders from elsewhere.

This is but one example of the possibility of ex servicemen and serving personal and their dependents in the region are the prime targets who will have to suffer unexplainable misery and total loss on account of the Maoists and ISIS infiltrators from across the Country facilitated by the Governmental authorities to establish Vote Bank and such a thing becomes a reality if only Codavas and ex service men are totally expelled from their properties in particular and their homeland in general. These infiltrators i.e Maoist and ISIS duo nurse a conspiracy to create a “red corridor and Ghazwa – Tur – Hind Green Corridor from Sahyadri mountain range to silent valley of Western Ghats with strategically significant area of Coorg”. One astonishing feature now prevails in the Governmental offices is that a good majority of them are agents of Maoists and ISIS forces operating within and they earn profusely. Even though the applications of land grants submitted by ex servicemen, serving men and their dependents were to take at least 30-40 years to be considered by our revenue Dept, such applications submitted by the Maoists, ISIS elements & underworld Dons (particularly Dawood Ibrahim’s henchmen and International Radical Terrorists elements) would be considered expeditiously within 12 hours. Why such anomalies should continue? We cannot understand. It is these rouge elements who decide as to who should be the beneficiary of such land grants in Coorg and without any hesitation we add that they are Maoist & ISIS elements.

This should be stopped at once, and by use of force the said alien elements should be forcibly shown exit door.

We insist that all the Army men hailing from Kodagu should be facilitated with adequate protection to their person and properties added to it every retired army men and serving army personal and their dependents should adequately be granted with lands reserved for Ex service men Quota in the interest of justice and equity.

We further request you to direct the concerned to clear all the applications and such other papers connected with land grants submitted by Codava ex - service men, serving personals and their dependents.

PS:- One unfortunate and inexcusable example is that the 300 and odd big outsider companies, MNC’s, underworld Dons and NRI big Business Tycoons and Hawala Reddies owning extensive properties in Coorg who have also known to have extended their boundaries of their properties by encroachment upon Governmental lands in Coorg, but not a single Governmental element says anything against them, but instead they have been regularizing such encroachments after collecting Rs. 3,00,000 per acre from each of them, but Gullible Codava tribesmen and Codava Ex-Service Men are ousted from their properties only in order to facilitate the proposed dangerous Red Corridor and Ghazwa – Tur – Hind Green Corridor by these monstrous Maoists & ISIS elements.



Communication for immediate attention in the interest of national security and sovereignty and suitable action is demanded at once

We are staging a Sathygraha on 05-01-2017 to demand the Govt to curb the Naxalite and ISIS presence in Coorg, to shape guard the interests of indigenous Codava tribes; hence it is warranted to protect and include Codava tribals in the schedule list of our constitution.

Subject- Agitation by the Imposter Adhivasis at Diddalli protected forest (Buffer zone) of Coorg in Karnataka.

Chief architects of agitation are Maoists and International radical terrorists- actual facts- regarding. Convert Coorg into Red Corridor and ‘Ghazwa-thur-hind’ Green Corridor-Investigation by NIA and RAW Agencies demanded.

New Delhi Chalo Satyagraha by CNC on 01stNovember, 2016: We denigrate the very action of the merger of our dear homeland which was a full-fledged, respectable welfare Part C state of India with the then state of Mysore, now Karnataka on 01st November, 1956 which in fact was the blackest day on the part of Codava race. So we observe November 01stof every year as the blackest day by holding a peaceful satyagraha at JantarMantar in Parliament Street, New Delhi. Please take notice that if the GOI refuses or fail to consider all our below mentioned legitimate demands we would be constrained to continue our agitation until such day when all our below mentioned demands are conceded positively. We hereby announce that majority of Codava & Codavathis would participate in a massive Sathyagraha scheduled to be held at Janthar Manthar New Delhi on 01-11-2016 it coincides of our 20th Delhi Chalo program as a part and parcel of our agitation for our relentless struggle.


Charter of Demands:-

1. We demand a permanent political package to grant Codava land with Union Territory Status for Coorg under articles 2 & 3 of our Constitution.


2. Autonomous Codava land under the 6th Schedule of our Constitution encompassed with 45 ancient traditional Codava Naads in Coorg. On the lines of Gorkhaland & Bodoland and Ladakh Buddhist Autonomous council and hill Autonomous councils of North Eastern regions.


3. Incorporate Codava Martial tribal Race in the Schedule list if our Constitution under articles 340 and 342 of our Constitution. We demand Tribal status to Codavas by race under articles 340 – 342 of our Constitution. We take pleasure to remind the Govt about the inclusion of Jain Community as religious minority even though they are known to be the wealthiest people in India besides being Hindus in real sense. Jaats are also granted OBC status despite the fact that they are economically, politically and socially most affluent class of people spread over in 9 states of our country. The Rajasthan state has granted Tribal Status to violent Gujjars whose numbers exceeds 8crore in the country. Even though Codavas by Race historically are known to be a Martial Class in Nature and numbering a meager 1 ½ lakhs population and that no other class of people would be affected or Jeoparadize if we are granted with Tribal status. PS. Unlike Zoroastrians who are scattered everywhere in the Nation besides being the richest and prominent in the judiciary, Industrial arena and in general activities besides being most Cosmopolitan and urbane. They have a separate religion of their own called Zoroastrianism unlike Codavas who are rustic by nature confined to Kodagu /Coorg region. Hence Tribal status is fittest for them.


4. Codava thakk should be included in the 8th schedule of our Constitution. Codava Thakk / Codava Language is as ancient as human civilization is rich and living spoken language throughout the history fit enough to be included in the 8th schedule of our Constitution.


5. Protect our land tenure under article 371 of our Constitution with inner line permit on the lines of North - East States of India. Protect our Land tenure under article 371 of our Constitution: (Inner Line Permit) The provisions of article 371 of our Constitution with inner line permit should be made applicable to Kodagu region at once as has been done in relation to Manipur and other North Eastern states.


6. Codava race should be given exclusive political reservation and nomination in the August legislative chambers on the lines of Anglo Indians under article 331 of our Constitution.


7. Under Indian Arms act 1959 section 3 & 4 for carry and posses fire arms by Codavas and Jamma holders should be continued and protected for ever without any hindrance.


8. Demand for the implementation of the recommendations made by Constitution review Commission of India on the insistence of Codava National Council for the creation of Coorg Development Board under article 371 of (Please note: Chapter 8 Union State relation 8.23.1 of CRC report) as has been done in relation to touching Hyderabad Karnataka Region - appropriate amendment to the Constitution is desirable at once.


9.Devatt Paramb massacre – a tragic human holocaust in the mankind – We Insist for National Memorial / Monument of that Memorial on the lines of Jallianwala Bagh in memory of Amritsar Massacre and established Live Holocaust Museum. In memory of those Codava families (approximately 60 thousand unarmed Codavas) who were massacred, raped and persecuted by tyrant Tippu sultan of Mysore and his rapacious soldiers, along with French East India Company allied forces after 32 continuous invasions Tippu got defeated by Codava warriors disappointing in this insult he conspired to eliminate entire Codava martial Tribal race, cunningly invited them for a congenial feast in the pretext of entering a friendly treaty with Codavas at Devatt Paramb in the year 1785 13 December. This heinous inhuman tragic ethnic genocide/holocaust in the mankind happened in this place. – But their great souls are still alive in Devatt Paramb. In Washington DC, there is a live Holocaust museum in the memory of all the lives of Jews, who lost in Germany due to Hitler's inhumane act. The Government of India and the United Nations should jointly establish a similar live Holocaust Museum of Codavas who lost their precious lives in Devattparamb. Just like the Jallianwalla bagh and the Nagasaki memorial, the Government should make a monument in Devattparamb.


10.Codava Race should be globally recognized on par with Jews, Parsis, Sindhi, Yezidi, Kurdi, Baloch and Pastun etc.


11. Demand for permanent deployment of NIA (National Investigating Agency) and RA&W agencies, and this demand is recently incorporated along with the other 10 demands.


Our demand No. 11 mentioned above pertains to the expected threat from global radical Islamic Terrorism and transformation of Kodagu into ISIS and Naxal corridor should be curtailed, by permanently deploying NIA and RA&W agencies in Kodagu (Coorg) should such a thing be carried out. Please be assured that the residence here will be able to breathe fearlessly and the interest of National security and oneness will be protected forever. The above mentioned 11 demands certainly do require immediate consideration.

This in reality based on Governmental Order issued by HRD Minister; Smt. Smrithi Irani making Mother Tongue to be taught in the Educational Institutions especially CBSE from Class 1 to Class 10 of every Student as a third Language Compulsorily – include C

Sub:This in reality based on Governmental Order issued by HRD Minister; Smt. Smrithi Irani making Mother Tongue to be taught in the Educational Institutions especially CBSE from Class 1 to Class 10 of every Student as a third Language Compulsorily.

We take pleasure to inform that we desire to include our insistence for treating Codava Thakk as Mother tongue to be included in the Curriculum and syllabus. When we are observing the International Mother Tongue day on 21 Feb 2016 at Madikeri Coorg. Please also take pains to direct the above mentioned NCERT & CIL and also direct the concerned Commissioner for Public Instructions Govt of Karnataka, the Director Text Book Committee Govt of Karnataka, the Director Text Books Govt of Karnataka and the Director Karnataka state Examination board, to include Codava Thakk in the state Syllabus and initiate appropriate action in that regard during the academic year 2016-17 at once. We welcome your decision to include Mother tongue as a 3rd Language in CBSE from standard 1 to 10 std and we would be much grateful to you if you mention the inclusion of Codava Thakk as a Mother tongue in the 3rd language at all levels and further that a direction to be made to the Govt of Karnataka to follow the suit.

We welcome the decision of the Union Govt in making the Mother tongue to be the 3rd language compulsorily and as directed the concerned to include the particulars of the Mother Tongue of each pupil in the school records at time of admission and withdrawal. We thank and congratulate the Hon’ble Prime Minister Shri. Narendra Modi & Union HRD Minister Smt. Smrithi irani for having taken the courage to do the same. This in fact support the Tri Language policy promulgated in the year 1968 by the Union Govt and the very essence enshrined in Article 347, 350 A and 350 B of our Constitution. The 7th amendments having been carried out during the period of State reorganization which in reality makes provision to include and regional language in the curriculum and administration of respective states. Unfortunately, the Govt of Karnataka still sticks to its hazardous interpretation and attempts to suppress Codava Thakk in their attempt to defeat the very essence of the Constitutional amendments protecting the regional languages. When the Govt attempted to misinterpret the amended provisions to the Constitution of India and apex Court. In fact the Supreme Court ruling directly makes it Compulsory on the part of the Govt of Karnataka to make to treat the regional languages (Mother Tongue) and include the same as third language in curriculum and for administration as well.

It definitely is a disturbing factor that the Govt of Karnataka has been trying to impose Kannada the Sole Mother tongue overtly and covertly on Codavas. Until the year 1956 Coorg was a separate ‘C’ type state and after 1956 the State of Mysore now Karnataka became totally heterogeneous after amalgamation and one should not insist Kannada to be the sole Mother tongue. Even though Codava Thakk is known to be much ancient and older than Kannada. It may not be an out of place act if we are permitted to inform that Bishop Caldwel, a authoritative linguist of Southern Indian Languages as even mentioned that Codava Thakk to be the source of all Pancha dravida languages and it has ancient routes. At this juncture we may mention 4 of trusted Codava Thakk authors by name, Dr. I.M Muthanna, Appachakavi, B.D Ganapathi & Dr. Koravanda Appaiah who are no more and Shri. B.P Appanna Codava Historian & scholar and Dr. Boverianda Uthappawho has authored Codava Lexicon “Ariuvole” who are happily with us.

It is the incumbent duty of the Govt of Karnataka to treat, protect, promote and propagate all regional languages including Codava Thakk on par with Kannada as per State reorganization act 1956 and it necessarily is a Constitutional obligation on the part of the Govt.

The Govt of Karnataka vociferously insisted that Kannada only is the Mother tongue and Kannada to be the sole Mother tongue and directed the educational institutions to teach only in Kannada as medium of instructions. The Hon’ ble Supreme Court during the course of hearing, a petition touching the attempts by the Govt of Karnataka making Kannada to be the only medium of Instructions has slapped the Govt on the face and insisted that the Govt should explain as to which language to be treated as mother tongue wheather the one the Mother had taught her Children or the one which the teacher taught in the schools.

With the above mentioned things in mind we would like to reiterate the time tested factor that Codava Thakk is the most ancient and living regional languages in our Coorg District and it has the unbroken history of 2000 years. Interestingly the book i.e Codava Cultural Encyclopedia with the title as Pattole Palame was the first of its kind in South India having been authored and published as the folkloric literary peace. Interestingly the Manorama year books (encyclopedia) continuously mentioned Codava Thakk to be one of the most Popular and living 16 languages such as Angika, Awadhi, Bhojpuri, Bundeli, Chhattisgarhi, Haryanvi, Hindustani, Kanouji, Magadhi, Marwari, Bhili, Ghondi, Kodava, Kutchi, Tulu, Mahi in India, published successively in the years 2014,2015 & 2016. The thing appear in the Malayalam Manorama definitely strengthens a true fact that Codava Thakk is one of the most popular living folklore language and it authenticates the plea that the same shall be incorporated in the 8th schedule of our Constitutions and also besides making it to be included in the curriculum and administration. As such our plea that Codava Thakk should be treated as 3rd Language on par with directions of the HRD ministry.

Already, Tulu Language practically has been treated as the 3rd language. While medium of instructions in the schools has already started by publishing school books. Since, the Govt of Karnataka does not looks to change its stand touching Codava Thakk. We only request the HRD ministry to direct and entrust NCERT to get translate the school books in Codava Thak and make it compulsory in the Curriculum. We undertake to assist the HRD Ministry for Translation of Books from English and Hindi languages in Codava Thakk and we would certainly provide capable for the job if the needed books are supplied to us. The Codava academy which should carry out all such things has failed to do the same and they only indulge in unwanted and unethical politics.

We also congratulate you for your Noble desire to promulgate an order, making a Common syllabus for the entire Country through CBSE and it certainly would make the entire population to behave as a common team and it will certainly help all those who are interested in participating and seeking employment in all spheres . in fact any syllabus now being implemented cannot compete respective persons to participate in the UPSC Examinations on that Account.

Until the CBSE is made applicable to the whole of Nation your desire to include respective mother tongues in the curriculum, we request you to direct the Karnataka Govt to cause done such a thing until your decision becomes law.

Sub: Codava demand for inclusion in the Tribal list of Constitution under Articles 340 & 342 – along with OBC reservation demands of Jaats.

We heartily welcome the act of Constituting a high power Committee with Shri Venkaiah naidu as its chief to examine the possibility of assigning OBC status to Hindu Jaats; lessers said the better the vide spread enthusiasm throughout North India within the course of less than 15 days after Jaats started the violent movement. We would welcome if the Union Govt assigns OBC status to Jaats as early as possible, and we hereby take this opportunity to assert the long pending demand of Codava Martial Tribal Race seeking Constitutional guarantee under articles 340 & 342 for their inclusion in the Tribal list.

Before we reassert our demand we would like to enlighten the unforgettable fact that a few groups socially, economically, politically and numerically domineering communities such as Rajputs, Maratas of Maharashtra, Kaapus of Andhra Pradesh, Pattidar (Patels) of Gujurat gain enthusiasm and courage to demand such OBC status to each of them and we definitely feel that the Union Govt would certainly concede the demands of each of such communities, but unfortunately our demand remains untouched by all the concerned even though we fulfill all such qualifications and criterion to be assigned tribal status.

A brief history of about the nature of their demands and qualifications to be assigned OBC reservation Quota to mighty Jaats even though they are largest community in Northern parts of India particularly Haryana, Punjab, Delhi, Himachal Pradesh, Gujurat, Western UP, Madhya Pradesh, Bihar and Uttharakhand and perceptibly most affluent group of Community. Like Codavas Jaats never used to follow any of the religions and they used to be ancestral worshipers (Pray to their dead ancestors called “Jathera”) there are Muslims, Sikhs & Hindus within Jaats. With passage of time, in the Western – Punjab the Jaats became primarily Muslim, in the Eastern – Punjab, Sikh and in the areas between. Delhi Territory and Agra primarily Hindu, their divisions by faith reflecting the geographical strengths of these religions. A good majority of Muslims in West Punjab region of Pakistan are Jaats and one prominent leader within amongst them happens to be Mrs. Hina Rabbani khar who used to be the celebrated Foreign Minister of Pakistan served under Asif Ali Jardhari Govt. we can ascertain from the pages of History that the Gurunanak Dev was a Jaat and he founded Sikhism some 400 years ago. Maharaja Ranjith Singh of Punjab became the Sikh emperor of the sovereign country of Punjab and the Sikh empire. Like wise Hindu royal dynasty of Bharatpur used to be Jaats and the Kingdom of Bharatpur touched its Zenith during the period of Maharaja Surajmal. Lesser said the better larger number of sports personages, film stars, Industrialists, Army personnel and freedom fighters used to be Jaats only. A few to be mentioned are legendary Freedom Fighter Sir. Chowdri Choturam, India’s 6th Prime Minister Chowdri Charan Singh and several Chief ministers and Union Ministers (Former Diplomat and Former External Affairs Minister Kunwar Natawar Singh also a Jaat) and present Army Chief Gen. Dalbir Singh Suhag belonged to Jaat group and former Prime Minister of Fiji Mr. Mahendra Sigh Chowdri also a Jaat. Jaat a numerous tribe spread over much of North – West India. Once warriors, now mostly agriculturists.

For having successfully fought against Moghal rulers during the 17th Century the Jaat people were designated by officials of the British Raj as a Martial Race. (no matter the original Martial Rajput community opposed the move at the time)The Jaats participated in both World War I as well as World war II as a part of the British Indian Army jaats by nature are agro pastoral Martial group and Britishers created Jaat regiment in appreciation of the heroic quality and background of Jaats.

Even though NCBC submitted a negative report in the year 2012 against assigning OBC status to Jaats, but the 2nd UPA Govt classified Jaats to be one of the OBC group in the year 2013 by issuing a special notification in that regard, in a public interest litigation (PIL) the apex court quashed the said notification classifying OBC status to Jaats in the year 2015. Jaat leaders moved an application before the present P.M Shri Modi immediately thereafter seeking fresh notification to include Jaats in the OBC reservation list and Shri Modi assured them that he would bring legislative measure in order to ratify the decision of the previous UPA govt and further assured them that a proper application would be presented before the Hon’ble Supreme Court for such a relief. Unfortunately nothing so far has been done or caused done by the Govt which prompted Jaat groups to move in an agitation.

The trend within amongst Governmental authorities is that they try to help Jaats even though a few notable personages amongst Jaats are opposed such a move. Even though the entire mass of Codavas are Martial in trait, living style and bringing up some of the concerned pressurize a negligible group of Codavas to oppose any such move and make big issue in order to negative (silence) the claim of Codavas for being treated as Tribals.

Even though there has been historical similarities as between Jaats, Rajputs, Codavas and Marathas. Regiments have been created after considering the qualifications of Velour and Martial traits. Rajputhan Regiment for Rajpuths, Jaat Regiment for Jaats, Maratha Regiment for Marathas and Coorg Regiment for Codavas. Unfortunately Coorg Regiment has been transformed into 37 Coorg medium Rifles. In actual fact it is a disgrace to Codavas. One example for Codava Velour we may be permitted to remind the historical anecdote about our having fiercely fought against tyrant Tippu Sultan & Hyder Ali of Mysore throughout the way Jaats, Rajpuths and Marathas fought against Mughals and again the way Marathas fought against Tippu Sultan. Upstart warriors, Marathas, Jaats, Rajputs and Codavas and the like, has coherent social groups with Military and governing ideals.

Unlike Rajpuths, Codavas, Marathas & Jaats are active agriculturists (tilling community) and pastoralists by trait and owned lands besides being Martial in Quality. Codavas have shown their velour against Britishers by actively participating in freedom struggle through non violent movement of Gandhiji; and Indian national Army under Nethaji Subhash Chandra Bose, like Marathas, Jaats and Rajpuths Codava Soldiers actively have participated and martyred in Two World Wars, Codava soldiers fought 4 wars against Pakistan and 1 war against China. Lessers said the better Codavas used to be active participants in Indian peace keeping missions across the world in general and Sri Lanka in particular (IPKF) and participated in removal of notorious Bandit Veerappan besides suppressing North - Eastern insurgencies including Naga operation since Independence. Codavas also have participated successfully in the fight against Razakars movement of Hyderabad Nizam under the leadership of IGP Pemmanda Monnappa of then HSRP (later MSRP).

With all such qualifications we are being treated as hapless minority group in our own land of birth we are being treated as aliens and a good majority of our youngsters are not being employed, not to forget the fact that our valuable properties are being lost in favor of Underworld Dons, business Tycoons, Hawala money bags these days in totality we have been marginalized, neglected, ignored and being erased only because of Govt’s Bankrupt Vote Bank reservation policy, we Codavas don’t fall under any of the reservation categories.

With a solitary intention of protecting our land and acquire all such amenities as employment, education and financial reservations and the like we are determined to advance our claim for being included in the Tribal list at once, better during the ongoing parliamentary session we insist the Union Govt to place a Bill in that regard. Unless that is done one must know that Codavas will become a group like Kurdish & yezidi communities of Middle - East and Pandits of Kashmir.

To quote a few examples the Jains, the conscious keepers & the soul of Hindu religion & the wealthiest community in India has been assigned with religious minority status by Second UPA Govt in the year 2013. The Parliamentary standing committee has recommended the assigning of the Minority status to Kashmiri Pandits. Both Jawaharlal Nehru and Indira Gandhi used to be Kashmiri Pandits and Rajiv Gandhi one half who breathed their last as Prime Ministers and leader of the opposition respectively. A good number of Kashmiri Pandits have been elevated as Army chiefs, Diplomats, Prominent Journalists, Jurists and Film stars and such things.

One other example is that the refugee Pandits from POK (Azad Kashmir) are likely (a proposal from NDA Govt) to be made as members of Parliament and legislature and nominated 24 seats from amongst them.

Even though the list of 500 prominent communities in the Social life of America the contribution of Gujarathi Patels are listed in 300 in the social hierarchy and similarly on 24th of 30 such groups in England’s social Hierarchy. The wealthiest and strongest Patels (Pattedars) are likely to be inducted into the list of OBC by our Govt which in reality is a disgrace.

Vasundhara Raje Govt has already assigned 50% of total demands of otherwise violent mighty Gujjars agitated under its leader Col. Kirori Singh Bainsala for being treated as Tribals at Rajasthan. Lesser said about the wealthiest land holder “Kaapu” community in Andhra Pradesh also demand for OBC status.

No doubt true that the above mentioned groups have proved themselves to be inimical towards general population of the Nation but be assured that Codavas shall never follow the foot prints of those groups and nothing would be geo paradized should we be included in the Tribal list.

Above all there are a few Codavas; we do not address them to be gentlemen and Codava like who seldom no what they are doing and what nonsense they utter and pose themselves to be the denizens of other planets may be where human beings never lived, they too are the ones who opposed the demand for reservation to Codavas as Tribals. One other noticeable factor is that two of Codavas who pose themselves to be born leaders and benefactors of Codava race try to demolish all the legitimate claims of Codavas, one from the ruling side and other from the opposition side, ever since the year 1970 these 2 now both are octogenarians are being fostered and looked after in the manner pet dogs of the ruling class of Karnataka Govt successively. Their modesoprendhi is that if one tries to mesmerize all Codava samajas and suppress their eagerness to demand any of the rights which Codavas are entitled for, and the other one behaves like a ferocious dog and Yakshagana joker cum Villain threaten and intimidate Codavas whenever they seek their legitimate rights to be considered favorably. Added to it there is yet another group who attempts to negative all the aspirations of Codava generality and in reality they are known Anti National elements and call themselves to be progressive thinkers. In short these types of people they attempt to silence all the claims of Codavas seeking our legitimate rights.

It is only on account of such people Kodagu Coorg which used to be a Self Governing ‘C’ type State lost its recognition in the year 1956. Without carrying for all such elements CNC has taken up the duty of re-establishing the real stature of Codavas and has been trying to secure tribal status and such other amenities as are allowed under Constitution.

International Day for the Elimination of Racial discrimination a Codava Sathyagraha by CNC :

Avoid discrimination against Codava race and Codava demands.

It is a bounden duty of any civilized nation/ Govt to preserve, protect, rejuvenate and develop any of the Ethno Cultural, and Tribal Nationality and Linguistic Minority groups in their respective traditional home lands as per the charter of UNO. Codavas do necessarily are fit enough to be treated so, but Codavas have been discriminated against it.

With out mincing words we would like to remind you about the illogical and most impractical discrimination against Codava race; one of the most microscopic racial minority groups with martial traits anywhere in the world. The strangest part of the existence and continuation of Codava race which without any doubt happened to be the only Racial minority, Tribal minority Cultural minority, National minority, Linguist minority, and Ethnic minority all ..2..

at once. Even though the truth is that the Govt of India has been discarding our interest systematically throughout. When at time one of the largest groups of Communities i.e Jaats(The Jaats are martial race with agro – pastoral background ) a Community which always has been in the forefront considering numerically, affluence, socially(the notorious khap panchayath controlled & manned by jaats) and politically & economically spread in around nine states and whose representatives could be found in large numbers in political arena, Army, film field and all other fields. The Govt of India has given them and classify them as OBC’s. Strangely not a single political party nor great leaders and the media in general have objected to the same. Such a day is not that far the jaats will take all available opportunities to grab all facilities open for others and try to control the entire nation eventually.

If Jaats are to be considered as OBC’s, the most richest and socially & politically and Industrially powerful people called as Jains have been classified as religious minorities, all happened within the course of one month duration. Even though such a reservation is extended to Jains, not a single soul in India has objected to it and uttered one single word against the same, but the funniest part of the entire Governance has successfully carried out and negative all Codava demands including tribal status and minority status , despite the fact that Codavas are the actual class who should have been treated under reserved category.

A noteworthy fact is that the Govt has instigated some factions to vehemently oppose our demands not only that the Govt has further acted to discriminate and silence the existence of Codava race for being treated as ethno linguistic minority tribe all these years. Not only that the Govt has included almost all languages in the list of 8th Schedule of our Constitution and included many other languages in the classical languages list and Govt may include many more languages in the 8th schedule in the near future strangely not a single word has been mentioned about the inclusion of Codava Thakk in the 8th schedule. The most unfortunate feature once again is that the Governmental agencies have successfully objected to Codava language being included in the 8th schedule by instigating others including Kannada chauvinists.

If a state of Telangana could become a reality, why not Codava land. In reality Telangana had no eligibility to be treated as a separate politico - administrative entity. Now the Union Ministry of home affairs has constituted a panel of experts committee to examine the demand for Bodo land and to discriminate Codava Claim even though the entire demand of Codava race has all the qualifications needed to be established as an Autonomous Codava lnd under the 6th schedule of our Constitution.

1.The Govt has discriminated Codava race for being treated as an ethno linguistic tribal minority when at a time
(a)Jaats were given OBC status and such a thing is true in respect of Jaats even though NCBC and ICSSR have termed it to be a non backward class and “ Ethnically Jaats are at a higher level; Jaats are of indo – Aryan descent, their educational level is high and social status they command is far higher than the ordinary shudras.
(b)Jains were Given religious minority status
( c) The mighty Gujjars, with the population of 8 Crore Georgia oriented Gujjars given the tribal status in Rajastan and are expected to be treated so in

the national

level despite the fact that the National Tribal Commission(NCST) had objected to such a thing (will be given tribal status shortly.) Which we Codavas are not. Is it not a racial discrimination?

2.22 languages have been included in the 8th schedule of our Constitution unilaterally by the Union Govt without the recommendation of any of the state Govts and also assigned classical status for many languages. The Govt has cunningly forgotten about the existence and significance of Codava language even though it is the most befitting, rich and living spoken language to be done so. Could it not be treated as a discrimination against Codava race who actually are the only befitting class to be treated so. Yet another disgraceful act the Govt of Karnataka a few years ago took a delegation of Kannada intellectuals and literary figures to New Delhi in order to present a Memorandum before the Union Govt insisting Kannada to be given the Classical status and no doubt they have succeeded in their venture, but whatever has prevented the Govt of Karnataka forget to ask the Union Govt to insist for the inclusion of Codava thakk in the 8th Schedule of our Constitution. Which the Govt should have caused done. This solitary instance explains more such things proving the hatred of Codava race by the Govts. The 1956 States re-organization act heralds a thing that the Codva thakk should be made use of in the curriculum and in the administration under the Articles 347 and 350 B of our Constitution and all the Codava run educational institutions should have been given linguistic minority status and facilities under Articles 29& 30 of our Constitution without causing done any such thing as mentioned the Govt of Karnataka deliberately has attempted to bury the Codava interest once and for all. It necessarily is an in discriminatory and venomous act of the Govt.

( The Supreme Court of India only recently has defined the mother tongue of any individual to be the language through by parents of any child and not from the Whims and fancy of any school teacher and directed Karnataka Govt not to insist any one forcibly to learn Kannada as a mother tongue. The insistence of Govt of Karnataka to learn Kannada as Mother tongue artificially even by Codavas is opposed to the very essence of our Constitution ) ..4..

3. Establishing Telangana by amending Articles 2& 3 of our Constitution and attempt to exercise the Constitutional mechanism to grant the needs of Bodo land people, why not the demands for Codava land Autonomous region. Is it not a discrimination against Codava race?

4. If numerically very insignificant group of people Anglo Indian could be facilitated with two nominated seats in the Lok Sabha and one seat each of the state Assemblies and carve out an extraordinary Constituency Exclusively for Buddist Monks in the State of Sikkim under a nomenclature as “Sanga” even though their known population does not exceed 2500, why not Codavs ? is it not a blatant and unconstitutional discrimination.?

All the above mentioned 4 cases have been done under the so called single window program by seeking to prove its power unilaterally and without waiting for recommendations of any of the state Assemblies are State Cabinets; but the Union Govt deliberately has turned down the demands of Codavs by asking us to make available recommendation from State Assembly and State Cabinet. If this is not an indiscrimination and farcical behavior of all the concerned?

We are determined to take the matter to UNO unless all Codava genuine requests and legitimate rights and political demands are considered favorably as soon as possible.

Memorandum to Mr: Justice Kuldeep Singh Hon'ble Chairman, De-Limitation Commission of India, Nirvachan Sadhan, Ashoka Road, New Delhi –110001. Before I introduced myself and our organisation to you. I drag this opportunity to congratulate you on your being nominated to head the National De-limitation Commission and I sincerely hope that you will live up to all expectations.

Though it may amount to self boasting, the fact is that I conceived the idea of striving for the restoration of a statehood for Coorg, now submerged under the atrocious Karnataka, some years ago. I contemplated the starting of an organisation for such a purpose and I did succeed in building the edifice to the stature what it is today. In the process, if I be permitted to be nostalgic a bit, I have undergone colossal hardships, personal loss and massive opposition before I could actually steer this organization to the supreme eminence. In other words my organisation is a byword for the right to self determination besides aiming at the 'Codava Homeland', the other theme what we have been striving for the recognition of Codava Racial identity and existence. We have been doing what our race; i.e. Codava Race, stands for and the things what Codava elders of bygone era lived for. The National Constitution Review Commission headed by Mr. Justice M.N. Venkatachalaiah has already submitted its report to the Govt. recommending the establishment of a development board for Coorg under article 371 of the constitution of India and the establishment of a central university with in the territorial jurisdiction of Coorg (CRC Report : Chapter 8:. Union-State Relations 8.23.1 )

Now that the union govt has constituted' a commission which you head, with an intention of defining afresh the bounds of each parliamentary and assembly constituencies in India on the basis of the size of the population. Initially the Govt. of India intended to increase the number of the representation in the Lok sabha and all the state Assemblies. Some how the programme is shelved until the year 2026. The latest idea is to alter the boundaries of the respective parliamentary constituencies and the segment assembly constituencies with out increasing or decreasing the numbers of the representation. In the bargain the total strength of the Loksabha remains to be 543 and the number of Karnataka assembly at 224. This has forced me to address this memorandum to you.

Until the day when Coorg became merged with the state of Mysore later nomenclatured as the State of Karnataka. Coorg was a 'C' type state with a single house legislature, a chief minister and a speaker with 24 member strong MLA's the chief Commissioner was the head of the state. With Coorg losing its separate entity politically, we have lost everything what we could have boasted of, We have lost Representation in the Loksabha and Rajya Sabha, what it was 24, the assembly segments dwindled to three on the basis of the revenue taluk and Coorg became a segment of Mangalore Loksabha Constituency even though the cultural variety, demographical features and the life style of the voters do not mix congenially with that of Mangalore. Not only that the Codava predominant Virajpet assembly constituency was made a reserved constituency for schedule tribes and there by blew a lasting damage to the very notion and the existence of Codava race and our esteem, even though there have constituencies which have such communities and tribes larger in number. Only two constituencies have been reserved for scheduled tribes in the whole of Karnataka, unfortunately our district happen to be one, needless to add that Codava race became the only victim to such , a calculated fraud. The one ruse that the Govt. offered for such behaviour was that Codavas being martial in race, our presence in the army was quite essential in order to guard the boundaries of the nation. In fact such ruse was advanced only in order to play false and fraud on us otherwise so that no Codava may imagine of resisting the move to curb and eliminate 'Codava identity'.



Memorandum by CNC to Justice Kuldeep Singh

Honble chairman De- Limitation commission of India Demand for re- fixing of territorial boundaries for parliamentary & Assembly Constituencies in Coorg on the basis of anciant traditional Codava Naad systems and exclusive reservations for members of Codava race:

Therefore I here by reiterate our demands for de-limitation of Coorg not on the basis of population or size on the existing system, but on the basisof ancient 'Naads' the traditional 'Homeland of Codavas and the 1200 stripes of Codava clannish families. If the population were to be taken into consideration, the number of assembly constituency segments will be dwindled to 21/2 from 3. (Two & half from three) The best way left open to satisfy our demands is to create one parliamentary constituency exclusively for Codavas with a special reservation with in the bounds of 45 Naads and as many assembly constituencies exclusively for Codavas without reverting to the system of one assembly constituency per one revenue taluk as is the practice now. Let not the bounds fixed by erstwhile alien autocratic rajas of Coorg, or the boundaries demarcated by the Britishers or the boundaries fixed during independence or post state re- orgnaisation periods be the criterion, but the ancient Codava traditional Naad systems (Ancient administrative units) be the only one basis. India being a pluralistic society, re-fixing of area limitation on the basis of Nad system, the hopes and aspirations of Codavas will be deemed to be considered positively and a Codava person may directly be elected there from. With special reservation for a member of Codava race as is the case in relation with Buddhist monks in Sikkim by name 'Sangha' Assembly Constituency is reserved exclusively for Buddhist monks in Sikkim. Even though the number of voters is simply negligible or never more than 2500 (Two Thousand Five hundred) and two nominated representa-tives in the Lok Sabha for Anglo Indians.

Since the Anglo Indian Community belongs to a Scattered class without being looked or confined to any particular region, the said community generally has been given an opportunity to be represented by two members in the Loksabha under Art. 331 of the Constitution of India. The Codava race which is land locked exclusively to Coorg in general and confined only to 45 Naads in particular and further that we have had a definite system of our own governance from time immemorial, is it not judicious that the Codava race should also be given the opportunity to be represented exclusively by a Codava member in the Loksabha and exclusive representation in the state Assembly for Codava race? It looks our claim is genuine and well founded upon.

It pains us to re-collect the fate of our race becoming servile to the mercies of others in order to be, if, get elected either Assemblies or Local bodies. We do not understand the logic behind in denying a separate Parliamentary constituency and Assembly segments for Codavas even though we have a compact well defined territory and a set of unique race while the Govt has created Parliamentary constituencies in relation to very scarcely populated and never a compact territorial segments like Ladakh and the Union territories of Pandichery, Lakshadweepa, Dadra and Nagar Haveli, Daman and Diu and states like Sikkim, Goa and other North-Eastern States. In order to create separate Parliamentary and Assembly constituencies and the very same Yardstick may conveniently be employed in case of Codava's and Coorg. One disturbing, rather disgusting, feature of the reservation system adopted and ruthlessly being practiced in Karnataka is that our race most unscrupulously has been avoided being mentioned of in the dominating communities and castes have been facilitated with reservation tag, but never in the case of Codava race. This has resulted in the unintentional variations and fluctuations in our very thinking and the traditional demography of Coorg in general and Codava homeland i.e. Nad systems in particular unless you do something positively we fear that Coorg, Codava race and the very existence of Codavaism will soon become a thing of the past and our polity will become extinct forever. Therefore, we hereby request you to re-fix the boundaries of Coorg to the area covered by 45 naads with an exclusive Codava member in the Loksabha and as many Codava Assembly segments as possible, but always within the bounds of 45 traditional naads. Before I conclude I am duty bound to inform you that Codava race is totally a non-religious one and a Codava as nothing to do with Hinduism as is being misinterpreted by the Cunning Sanathanies. Only thing that remains to be said is that Codavas have been Cunningly misled by channelising our imagination towards nation building and which fact, perhaps mischief, Codavas have understood the same only now. As such Codavas could not pressurise our demands for protection of identity and constitutional guarantee this long, Any how we presume that we shall knock at the doors of the Commission in course of time with appropriate representation and workable suggestion.

MISTAKEN IDENTITY



With the confusion being created by some self centered and never a force to be individuals regarding the Kailpold Namme celebration held under the aegis of CNC on 1 st September 2002 at Madikeri, if some vested interests took exceptions for my having celebrated Kailpold Namme on 1st September 2002 at Madikeri on the ground they are the sole custodian and inheritors of Codava Customs and mannerisms, some questioned me for having chosen September 1st for the occasion. One must remember that Codavame is being forced to be a simple memory of tile past and it is our duty that every Codava should try to rejuvenate our stature and rekindle Codavame. One must remember that those who constitute the managing committee of certain associations have no power to speak any thing as the sole representatives of Codava Race. Unless some serious thinking about this is made and unless each and every Codava tries to re-establish his or her faith in Codavame, Codava Culture and Codava Esteem, we cannot hope to rise above all others and sooner we will be a clean forgot. After all Codavame is not a religion, but it certainly is a way of life. We must try to breath Codavame and live as a Codava proper. I only try to enthuse interest within amongst Codavas in order to vibrate with Codavame. Let not Codavame be mistaken for the crude Sanathani methods or cultivating hatred against the people of other faiths. So also let not Codavas be a nihilist group or a group which negates the supreme God head like some political parties, because it may amount to self effacing our individual self. Let not also Codavas be a pseudo secularists. I only want my people step forward towards such an Utopion society. We must remember that Rama or Krishna were never known in this part of our country some 200 years ago and the presence of a priest could not have been even dreamt of by Codavas. We worship our Guru Karonas, our Kaimada is the repository of our departed souls and our Kannikombare and Nellaki Nadubade are our sanctum sanctorums and the edifice Ainmane is our sanctuary. Except these a Codavas as no other temple and let him not involve himself in the activities that is being done in such places should be involve himself in such religious activities it is his own faith, heaven or funeral and it has nothing to do with Codava culture or Codavame in general. None is superior or inferior to others among Codavas. Priest a set of people identifying themselves to be the leaders of the society could never be the focal points of Codava Culture and I re-call a Codava adage 'Arivavane Periyanva , (Wise man is superior to others).

We must always try to be individualistic in our methods and mannerism and with in the bounds of Codavame and never be a parasite to any other men or culture. Our supreme motto is to project the real Codavame to the whole world doesn’t matter however much infinitesimally insignificant it is and gain universal recognition for it. I assured that I shall not try to mislead Codavas even for a very fraction of second as did others. Everything said and don, Codavame is supreme and paramount for me.



It is the duty of every Codava to believe that he is a Codava

While I appreciate the commentaries, remarks and strictures that are being passed by my detractors these days; I believe that, I have achieved in conveying the message of my demand for independent Codava homeland, universal recognition for Codava Minority Nationality & Constitutional special guarantee for our land language, culture heritage, economic and political freedom and right to political self -determination. What to insist just at the moment is that I never intended to please any persons or category of persons while I re-iterated our duty to achieve the goals which CNC stands for. After all we are an insignificant minority, numerically we are just very small or near about non- existence it is the duty of every Codava to believe that he is a Codava, to imagine that he is a Codava and live and die for Codava land in this sacred atmosphere. With this in my mind we should know that we should not bother about the existence or survival of others should a minority nationality like that of Codavas should survive, we must be prepared to make certain sacrifices, but let this not be misconstrued to imagine that I advocate the elimination of the people of other communities. No I shall never do It I shall never contemplate such things even in my dreams. They are fellow human beings. But when at a time all other nationalities, communities, ethnic groups and religions in the world are to be recognised and identified to be so. And it includes all who are concerned and who habitats here, but it is not our aim that we should des-respect them are demolish their identity. The recognition what we demand pertains to recognition for Codava nationality exclusively and we do not want it to be submerged with others only in order to exhume the long buried Codava nationality, I have been doing all these exercises. Unless we do this we cannot hope to surface. While I says this I only mean that Codava should behave like a Codavas and let him not be confused or poisoned by the dogmas and strategies injected by mischievous elements within and around us.


If we behave like the members of dominant major Hindu Religion we shall never be able to succeed in getting ourselves to be identified as Codava minority nationality.

The Codava Identity what I project is not to hate others. Enough if Codava tries to live like a Codava and if he succeeds in doing that the whole environment will appreciate him and deify him. I take leave to inform that we have been misled considerably by some mischievous entities and we have been made to imagine the meaning of Identity to be the one when we should try to eliminate the persons of Muslim, Christian are other communities. By hatred we do not identify ourselves as Codavas. A Codava should always try to imbibe and bring him to practice the thinking of a Codava, an imagination as a Codava, and cultivate speaking Codava Thakk unless we do this we must imagine that we would be a clean forgot in the years to come. A Codava should identity himself as a Codava and he must make the entire world receive him and treat him to be so. If we behave like the members of dominant major Hindu communities we shall never be able to succeed in getting ourselves to be identified as Codava minority nationality. By demanding constitutional special protection for Codava Thakk our land, culture, heritage, economic & political freedom and our insistence for celebrating our rites and festivals in public and come out of the long slumber does not tantamount to a demand for hatred are effacing others but instead make others know that there are such things as Codavame, Codava culture, our festivities and what is Codava world. It is only now other people have come to understand about the existence of Codava nationality.


HOLY KAILPOUD NAMME OF CODAVAS

The most sacred rituals of Kailpoud celebrations is a diurnal transaction. It is not necessary for me to explain about Keiipoud I restrain myself to the task of reminding about the traditional initiation of a Codava boy who turns fourteen in to actual Codava behaviour. The boy has to take a bath, dress him self fully, first time in his life, in Codava traditional costumes and appears before his father. (or if the father be dead before his senior or junior uncle) .

Father takes him to a selected place in order to offer oblations to the mother earth. After due respects are paid by bending him self before father or uncle as the case may be in order to touch his feet the fater or the uncle hands him over a gun (prior to the advent of Guns, spear and Odikathi were the arms used for the purpose) fully loaded and asks him to aim at a coconut placed on the earth at a distance and the boy triggers his gun. This is the first teaching and initiation in to martial Arts of a Codava boy. T father asks the boy to perform the pooje to the agricultural implements like Nengi Noga ( plough, yoke), Tami and Tave (The rope used for the purpose o g n of the bullock with the yoke and wooden instruments used for the purose of leveling up the soil before transplantation) signifying the transfer of duties enjoyed with agricultural operations thereafter.

After the festive dinner the boy would be taken to Nellakki, nadubade before entering the mand and asked to pay homage to Gurukaronas of the clannish family, do thank sun and moon in reverence and make absence to the parents and elders. The father o he uncle as the case may be guides the boy to the mand where he would be taught as to how to slash plantatain stubs with a Odikathi I signifying the manner as to how seriously the Codavas of a bygone era used to eliminate enemies in a battlefield. Issar, the Deputy Commissioner of the District, a fresh, rather refreshing, notification vide No. F / 17/ 1 /66 F LV dated 26th October 1966 the Government oflndia deleted the words 'untiI31-5-1965' from the exemption clause incorporated in the year 1963. Entire Codava race is thankful to Mr. T.P. Issar for having shown the farsightedness while he eulogised the service of Codavas and our sincerity in defending the country.

The main purpose of this write up is not intended to explain about the nature and pros and cons of the exemption under Arms Act in relation to Codavas are concerned. I may suggest the inclusion of the names of the respective families to which the applicant belongs besides being mentioned about the race. Only thing that the authorities should insist upon is producing some such documents, an affidavit duly sworn by the applicant vouchsafing the fact that he or she belong to such and such a family of Codava race. THE POINTS THAT NEED TO BE CONSIDERED AT ONCE :

1. Amendments to Arums Act which in effect shall have the force of Constitutional guarantee regarding the holding of Arums and carry the same wherever they wish to.

2. The exemption clause shall be made available to Codavas wherever he or she leaves of their permanent habitation.

3. In order to save time and expedite the application seeking exemptions on the grounds of once being a Codava, the authorities concerned should not insist the applicant to produce any document in order to prove that he or she is a Codava by race, but instead an affidavit either by the applicant or the Pattedar of the respective clannish family swearing to the effect that such an applicant is a member of any given Codava clannish family.

4. The respective government office should give a stop to protracting methods as are being practiced by them regarding the issuance of exemption certificates and such certificates should be made available within the fixed time frame, say 10 days from the date of application in order to avid harassment that is being meted out to Codavas. And this Satyagraha is intended only to insist the government to look into the matter at once.

Sub: Visit villages – Codagu- in pursuance your proposal to know first hand information regarding.

1. I take this opportunity to appreciate and congratulate you for your historic decision to go deep into the villages and deep into the hearts of the ordinary people, that to in god forsaken villages. I am hearten to know that you have plans to stay for three days in each district and it certainly give you a great insight in to the actual living style and conditions of our people.

2. While I take this opportunity to visit Codagu as early as possible, we proposed to inform you that the entire governmental set up including the higher ups of the Governance and top guns of bureaucracy have been kept in dark about the actual living conditions of Codavas by the self centered and motivated bourgeois Codava politicians who are known to be rich and influential. In fact what knowledge any minister or top government official as about Codavas in fact the opposite of the actual reality. I fear you too are no exception. I few rich bourgeon Codava politicians who own extensive property and whose children too are filthy rich and highly educated in order to achieve their respective private ends so far have succeeded in characterizing every Codava to be very rich and most unscrupulously have succeeded in avoiding the mention of poor Codavas who are greater in number.

3. In order to know the reality it always is better and desirable that you visit most backward and neglected Codava areas and exclusive Codava hamlets and villages and stay with them. In actual fact 80% of Codavas are poor and 60 % of them are below the poverty line who live in dangerous conditions and who cannot even afford a meal a day. Consequent to the calculated misguidance of the officialdom who normally dance to the tunes of wealthy and influential bourgeon Codava politicians as a group being treated as rich which necessarily has resulted in Codavas not receiving any benefits that are open to the classes of people with a reservation tag. The disasters conditions prevailing just now are the result of such painting by some interested people after Codagu became merged with Karnataka. It is this which has forced CNC to struggle for treating Codavas as one of the most backward primitive ethno linguistic minority tribes and now a chance has come up to you to know the reality first hand by visiting Codagu and be with some Codavas.

We suggest that you make your visits to all the three taluks and we prefer to suggest one family at random in Mutlu and Kaloor, Pamyala Villages of Madikeri taluk, Neetkundh a hamlet of Marenad in Virajpet Taluk and Surlabbi, Mankya, Kumbadagadige and Kikkaralli villages of Somwarpet taluk. Make it a point also to any one of the ainmanes ( family clannish Temporal seat) of ordinary to ordinary Codavas of any of the said villages.) Therefore, I take this opportunity request you to grant me an audience to make a few desirable suggestions to you before you leave to Codagu.

MEMORANDUM
Sub: Codava Autonomous Region (CAR for short)- demand to table a bill of the floor of the Parliament during the Monsoon session together with the bill proposed to be tabled in connection with greater autonomy to Ghurka Hill council under 6th schedule of the constitution, preparatory to the Constitutional amendments – regarding.

We take this opportunity to congratulate the Union Government and the Government of West Bengal for the courage they have taken to initiate a constitutional amendment with the proposed tabling of a bill which would give greater autonomy under 6th schedule of the constitution of India to Ghurka Hill council of Darjeeling in the ensuing Parliamentary session in furtherance and in consonance with a tripartite agreement has been between the Government of India, the Government of West Bengal and Mr. Subash Ghising, the incumbent caretaker administrator of Darjeeling Ghurka Hill Council and leader of GNLF on 5 December, 2005 in pursuance of a draft accord that followed as between the Chief Minister of West Bengal, Mr. Buddadev Bhattacharji and GNLF leader Mr. Subash Ghising at Kolkatta on 3rd July 2006.

The definite expected outcome of the accord and the decision to present a bill in that connection would certainly be a landmark event in the annals of Indian Constitutional Growth and a feather in the hats of democratic system of Governments adopted in the constitution of India and it is needless to add that such a decision would reflect the basic intent that is being fostered by the Indian Leadership towards achieving the ultimate goal of protecting the diverse ethnic minority and linguistic minority groups of India.

While advocating such a decision the Government of West Bengal shown its grit and intent and preparedness to respect, conserve and protect the interests of a totally insignificant small group of Ghurkas within the heterogeneous existence of West Bengal Polity.

It is up to the Government of Karnataka to take up the queue from the Government of West Bengal and follow the decision by pressurizing the Govt. of India to incorporate such a draft bill creating the Codava Autonomous Region (CAR) encompassing the ancient 45 Codava Nads the main habitation of Codavas i.e. the traditional Codava Home land on the lines of the one which is being tabled touching the granting of greater autonomy under the 6th schedule to the Gurka Hill council of Darjeeling.

Historically Codavas are numerically very thin populace consisting of a few lakhs and strictly ad hearing to the tenants that have been practicing from time immemorial and the group of people unless some decisive steps are taken will soon be extinct. Such an act would never in any manner contravene the agreement enshrined in the State Reorganization Act 1956 that enacted through the 7th amendment to the constitution of India and the principles and policies exemplified in the charter of United Nations. The U.N. Charter obligates the majority ruling community to respect, preserve and protect the minority ethnic group and their traditional home lands within the purview of any given larger politico-administrative states. India is a signatory to the U.N. covenant and as such India shall not disrespect its own obligation in that regard Codavas are a part and parcel of the otherwise heterogeneous existence of Karnataka and it is the moral duty of Government of Karnataka to respect the undertaking made by Government of India to the covenants of U.N declaration. The constitutional provisions and the undertakings and that have been enshrined upon to protect and promote the interests of any given ethnic or linguistic minorities in India.

Therefore, we desire that a bill intended to respect, protect, preserve, conserve and develop the ethnic identity of Codavas by race, our land, customary personal law, language, cultural heritage and right to internal self-determination and our traditional habitation as a whole along with the bill touching the interests of Ghurkas in the ensuing Monsoon session of the parliament and such an act will definitely go a long way. We Codavas deserve such a treatment.

Prudence requires both the Governments. I.e. G.O.I and G.O.K to join hands and concur with the creation of Codava Autonomous Region (CAR) at once.

We take pleasure to inform you that we are ready and willing to keep all the relevant proof regarding our demands in compliance with your public notice in the recent past. Without any wish to waste your precious time and without ever intending to cause you disturbance we would like to place before you our long felt demands and we only take you through the various charter of demands memorandums and other communications we have definitely made to respective Governments during the last more than a decade and half and we feel it proper to remind you regarding the below mentioned demands. OUR DEMANDS: The long existing Codava race habitating within the region of Codagu district in South-West Karnataka from time immemorial on account of the emergence of larger Karnataka into which we became merged with are facing total elimination and fast disappearance consequent to the deliberate process of suppression and attempted obliteration by the present rulers of Karnataka. Such a thing has forced Codavas to unite together with a solitary purpose of re-establishing our Home land which we propose to call as “Codava Land”. It is with such a design this organization came into existence some sixteen years ago, needless to add that umpteen times we might have convinced all the previous successive Governments in that regard. Our persistent request has been the carving out of a Codava Home land comprising of 45 ancient traditional Codava Nads (erstwhile cluster village) i.e. the main habitation and indivisible Codava Home Land which all along used to be the exclusive habitation of Codava race. Codavas are known to be a distinctive class of people easily distinguishable from others considering our way of life, bucolic social and ethnological background, customary practice routed to mother earth and martial in disposition. We have our own easily understandable ancient and rich language called “Codava Thakk”, our personal appearance is unique and we have a distinctive dress code also. All along we have been fighting for the resurgence of Codava Land, civilization and our own identity. It may not be an out of place thing if we may inform you let known our anguish regarding the treatment all along has been meted out to us by the ruling class of the otherwise heterogeneous state of Karnataka. India being the largest of ethnic diversity and largest democratic country in the world, and we being the smallest ethno cultural tribal group with a racial background we have nobody to lookafter even though the charter of United Nations asserts the duty of larger sects to protect, preserve and develop the minority or smaller ethnic groups and regions of their habitation those who are living in a compact area under the larger communities dominion. Our case is almost equivalent to the story of Ghoorkha’s. Now that Ghoorkha land having been created and assigning of greater autonomy to it is near complete since the Bill in that regard is scheduled to be placed on the floor of the parliament for ratification in the immediate next winter session, is it not right, appropriate, deserving and desirable that Codava Bill also is moved along with the Ghoorkha Bill? We dedicate to rewrite the magnificent history of Codavas that has been effaced and enliven the unique and independent identity we nurtured from ages now that is lost. Codavas should be recognised as significantly infinitesimal distinct minority nationality. Recognition of 45 Nads as their traditional and indivisible homeland, recognition of Codavas right to internal self determination - we mean The right of our people to decide their own political destiny. It can also apply to autonomy and self governance - i.e. Autonomous Codava Land. Effective arrangements should be made to safeguard the interest of minority Codava ethno-linguistic nationality living out side Codava Land. So that they do not fall prey to any discrimination. We request that such a Bill is placed before the ensuing winter session of our parliament. Our other demands are; 61) Ethno linguistic tribal status for Codavas under article 340, 342 of our constitution and extend reservation facilities in the field of education, employment and financial on the lines of other tribals of our nation. 62) Constitutional special guarantee for our land tenure and customary personnel laws on the lines of Jammu and Kashmir and North Eastern States of India under article 370 and 371 of the Constitution of India. 63) The ministry of HRD should establish Central University for World “Codavalogy” on the lines of North-Eastern Hill University, Alighar Muslim University, Banaras Hindu University, Nalanda and Thakshila Universities of the yore. 64) Codava language is a ancient, rich and living spoken language must be included in the 8th schedule of our constitution, Codava language should be implemented as a administrative language under article 350B of the constitution of India on par with Konkani language of the state. 65) Exemption under Indian Arms Act to hold firearms to Codava by race should continue without any hindrance forever and everafter. Such a thing should be incorporated in the manner of constitutional guarantee which may be treated as our customary personal law. Therefore, we request the Hon’ble Commission to look into the Codava demands with a judicious perspective and recommend our case to the Union Government in order to complete the matter at its earliest. We also request you to afford us an opportunity to place before you all the documents or otherwise evidence touching our demands on any day as may be fixed by you. long standing demand of Codava Land Autonomous Region and of course the 20 years of our eventful political struggle shall bloom.

This congregation; has have been other previous ones, is intended primarily to express Codava psyche in order to experiencing the most exhilarating moment and the day when our long standing demand of the establishment of the autonomous Codava Land becomes a concrete fruition soon. With such a determination we have gathered here in order to intimate in formidable terms to the Govt. of India and all other concerned regarding our demands.

CNC being the nerve center of the Codava psyche, belief, aspirations, hopes and imaginations have been struggling for the given demands and India being the largest ethnic diversity nation in the world and Karnataka being the heterogeneous state and so as our demands have not been considered this long for which already we have already communicated the matter to the UNO on 18th December 2009.

We hereby highlight the required portion of a public speech what Mr. P. Chidambaram the Hon’ble Union Home Minister said at Darul Uloom in Kashmir on 3rd November 2009, and he said is “a nation can ignore its minorities only at its peril. The golden rule in a democracy is that it is the duty of the majority to protect the minority, be it religious, racial, or linguistic. It is self evident rule. It is a rule that is firmly rooted in the universality of human rights. Hence, we have no hesitation in invoking that rule when Tamil’s are denied their rights in Srilanka, or Indian students are assaulted in Australia.

There is also a sub rule to the golden rule. What is a minority in one place could well be the majority in another place; for example, Muslims in Jammu & Kashmir or Sikhs in Punjab. In such situations, the roles will be reversed. Although a minority nation-wide, the Muslim community in Jammu & Kashmir is bound by the golden rule as well as the tenets of Islam to protect the minority communities in that state. Alas, some think that the golden rule is dispensable or that it can be applied selectively”.

Now it is the duty of every living Codava to know that Codavas by race constitute an insignificant and infinitesimally smaller national minority even in our own land live alone the state of Karnataka and India as a whole. Our detractors must know that it is their duty also to support the minority rights to claim for Codava Land no matter even if we form very lesser, 18% according to them, numerically. What understands Mr. Chidambaram’s speech gives us an assurance that his government stands for the demands of autonomy to any given specific area and any given community if it is insignificantly lesser in terms of numbers as that of our case. We Codavas have been marginalised, excluded and discriminated. Unfortunately for us the Govt. of Karnataka with the aid and assistance of major communities and chauvinistic Kannadiga’s have been trying to eliminate the Codava culture by instigating sectarian terrorism in other words indulgence of human rights violation. Any opposition to the Codava demands as this organization has been advocating since years definitely is a human rights violation. With such a determination we have travelled once again to Delhi and conducted another peaceful sathyagriha in the precincts of UN office on Lodi Road, New Delhi, coinciding the celebrations of World Minorities Rights Day on 18th December 2009. We are bent up on enlighting the world body regarding the deliberate and intentional reckless activities of Government of Karnataka with the aid and help of major communities and ruthless Kannada chauvinists; some treacheries Codavas who are traitors to Codava race and who are being used as tools to implement Kannada ethnic hegemony in Codava Land. The Government of Karnataka, Kannada chauvinists, traitor Codavas and India as a nation should remember a truth that the Codava minority right definitely is a human right and we shall achieve what we desire and we deserve. No doubt Kashmiri Muslims are majority community in their own land, but are a negligible minority group as Codavas elsewhere in India.

CNC is the only unanimous vox populi of Codavas and has years of struggle to its credit. Struggle for “Codava Land” a sathyagraha by Codavas and Codavathis to insist the demand for establishment of Codava Autonomous Region CAR to Codava Land comprising 45 ancient traditional Codava Naads under the 6th schedule of our constitution and other connected subjects.

Despite our having submitted memorandums after memorandums to all the concerned and that even our having met in congregations at Delhi, Bangalore and elsewhere in the process of our relentless efforts towards the desired goal, the Government consistently has been showing cold shoulders and has been trying to dampen all our enthusiasm to enjoy the fruits of our labour, i.e. the establishment of our own dear Codava Land, while Government of Karnataka generally is known to have supported the disruptive anti-national forces intended only to eliminate, obliterate and ethnic Cleansing of Codava race and all that what is Codava. Should the Government fail or refuse to consider our long felt demands, it pains us to inform all the concerned that Codava Nationality has already tapped the doors of the UNITED NATIONS. We are duty bound to bring to your kind notice the theme expounded in Article 51(a) of Indian Constitution which without mincing words directs the Governments and larger section of the society to protect, promote and help the development of composite cultural existence and the heritage of subaltern groups and their individual separate identities to go a little further we may insist saying that any single act of violation of such a direction as contemplated in the said provisions of constitutional law shall be treated as war crimes under the charter of United Nations.

It is a known fact that repressive and meaningless legislations and draconian laws in order to de-link Codavas from our own lands and has been trying encroach up on our own properties by such ruthless antinational elements one way or other, try to harass Codavas forcing them to face unwarranted and unethical persecutions.

It is a tragedy that the reckless persecution meted out to Codavas for centuries by alien Rajas has been continued by the democratically constituted Governments successively and without any remarks even this day. The rapacious and tyrannical behavior against Codavas by the Government of Karnataka shall be called a stop to.


The Government must know that it is committing a heinous crime while it attempts to eliminate the most ancient Codava tribe and its heritage from their own soil.

1) Codava Land – with full-fledged autonomy i.e. Codava Autonomous Region (CAR) encompassed with 45 ancient traditional Codava Naads on par with Darjeeling Gorkhaland Authority in Sovereign Republic of India, Tibetan Autonomous Region (TAR) in People’s Republic of China, and Kurdisthan Autonomous Region (KAR) in Arab Republic of Iraq. Which will ensure statutory protection to Codava Race i.e. political autonomy, physical protection and financial security & over all development of Codava’s. Once autonomy granted to Codava Land the state of Karnataka is understood to lose its power to enforce any enactment unless full concurrence is given by Codava Autonomous Region and the Codava Autonomous Land shall have power and rights to enact law pertaining to the region with the consent of and concurrence of the Governor only. In other words the establishment of Codava Land i.e. Codava Autonomous Region presupposes legislative, executive and judiciary powers to us. Crisply said it is a state within the state. We are advancing our demand for establishment of Codava Autonomous Region only on the direction as are enshrined in the charter of United Nations and the promise that may be gauged from 6th schedule of our constitution.As per article 51(a)of our constitution it shall be the duty of every citizen of India "to value and preserve the rich heritage of our composite culture and subaltern languages.

a) We dedicate to rewrite the magnificent history of Codavas that has been effaced and enliven the unique and independent identity we nurtured from ages now that is lost. Codavas should be recognised as significantly infinitesimal distinct minority nationality. Recognition of 45 Nads as their traditional and indivisible homeland, recognition of Codavas right to internal self determination - we mean The right of our people to decide their own political destiny. It can also apply to autonomy and self governance - i.e. Autonomous Codava Land.

b) Effective arrangements should be made to safeguard the interest of minority Codava ethno-linguistic nationality living out side Codava Land. So that they do not fall prey to any discrimination. Our other demands are;

1) Ethno linguistic tribal minority status for Codavas under article 340, 342 of our constitution and extend reservation facilities in the field of education, employment and financial on the lines of other tribals of our nation.

2) Constitutional special guarantee for our land tenure and customary personnel laws on the lines of Jammu and Kashmir and North Eastern States of India under article 370 and 371 of the Constitution of India. This clause will guarantees us i.e. except alienation the entire supremacy over all the lands of Jamma tenure & Jamma Malai and its latent , visible , water resorces and natural growth shall rest with hereditary traditional holders thereof. We seek constitutional protection to our land and customery personal laws as done to the demands of Naga's and Mijo's under article 371A and 371C of our constitution respectively and political reservation on the lines of the one extended to the people of Sikkim under the provision of 371F of our constitution by the Parliament. Codava's do deserve such a treatment and this perhaps is most appropriate line.(If a group compares Jamma properties to ‘Kumki land’ in Dakshina Kannada and ‘Soppinabetta’ in North Canara and insist for the treating of the same to be a state owned property, one other group predominantly consisting of ‘land and timber mafia’ with active support of certain self styled leaders are advocating a plea that it should be treated as common property on the lines of ‘Thari’ and ‘Kuski’ lands as in old Mysore without trying to know what it is and threatens that Codavas will have to lose their properties to the Government should be the same be not treated as common property. Strangely enough that none of the components of such rival groups know anything about what the constitution of India guarantees regarding minorities land & rights.With a solitary intention of educating Codavas and also inform the Government about our feelings in this regard.)

3) The Government must fecilitate CNC to establish Central University for World “Codavalogy” on the lines of North-Eastern Hill University, Alighar Muslim University, Banaras Hindu University, ancient Nalanda and Thakshila Universities of the yore and proposed world Sikh University at Fathegarh Sahib at our dear 'Codava Kundh'.

4) Codava language is a ancient, rich and living spoken language must be included in the 8th schedule of our constitution, Codava language should be implemented as a administrative language under article 350B of the constitution of India on par with Konkani language of the state.

5) Exemption under Indian Arms Act to hold firearms to Codava by race should continue without any hindrance forever and everafter. Such a thing should be incorporated in the manner of constitutional guarantee which may be treated as our customary personal laws.

6) Under no circumstances Virajpet area in Codagu should be classified as scheduled area on the basis of the questionable and quixotic report submitted by Dilip Singh Bhuria commission. Should the Bhuriya commission report be implemented Codavas, Codava race, Codava ethnology, Codava ethos and very existence of such a thing will be wiped out from the very memories of human history.

We may be able to achieve our dear Codava Land within 100 days or could be 100 months or even 100 years. We are committed for it & dedicated for it. Forget not the fact that this movement stands for peaceful struggle the way His Holiness the Dalai Lama does it regarding the restoration of Political freedom and individual self in free Tibet.

With this we would like to pass on a message to the Government that the need of the hour is a permanent durable political package and the speedy settlement of our demands as is required by us at its earliest since our struggle in essence is political in nature, CNC is the only organization championing the causes of Codavas as detailed.

It is a known fact that the Union Government has plans to consider the question of the demands of Telangana, Gorkha Land & also about the demand of regional autonomy for 3 diverse regions (Jammu, Srinagar & Ladakh ),of the J & K State, but we are depressed to informed you that you have not even uttered one single word and failed to make even a sigh regarding the long pending demand for conferring Regional Autonomy to Codava Land. Despite the fact that the movement towards such an end has already completed its 20 years of event full political struggle . Is it not better and desirable if the government things seriously about our demands as early as possible, better always decision is taken along with the demands of the above mentioned 3 regions. The notion of Indian republic will undoubtedly become complete if only the Codava Land Autonomous Region is established under the 6th schedule of our constitution in right earnestness and so the Geo- Political aspirations of the state of Karnataka will become complete if only our demands are considered and fruitfully of course at your earliest.

By now, we do not feel that we require any introduction to you. after all it is our movement of and for the general benefit and recognition of very ancient, but incidentally numerically very insignificant group of racial people residing within the small district of the state of South West Karnataka, in India what is called as Kodagu(COORG).We have an appreciable cultural,linguistic,martial and social existence throughout the history of human society, But all the succeeding governments of Karnataka have left no available opportunity to suppress, disappear and eliminate the very trace of Codava race and what is Codava. This organisation,Codava National Council took its birth only in order to achieve the resurgence of Codava culture and all that what is connected to Codava race.Its over 20 years. we have been struggling hard to take a sociological rebirth amidst the strenuous opposition from the government and larger sections of the ruling communities in Karnataka. we have been denied of our birth right,and inherent right to our land, language and political identity. Not a single leader be it is Gowda(Vokkaliga) and Lingayats or other communities who form the largest groups of population and who always have succeeded in retaining political power these past 60 or more years has ever expressed a single word in support of Codavas any where in the public bodies which has forced us to believe that the very notion of human rights has been denied to Codavas and naturally as a last resort. We have knocked at the doors of the premier international body called AMNESTY INTERNATIONAL. we have also made futile attempt to get a desirable relief from the Government of India. It always is better you yourself gather the information which you feel proper to know about the veracity of the grouse we have expressed. In short we are a class of people who have been discriminated,excluded and marginalised. we desire; we deserve also,active and positive support from you.Therefore we request you to examine the possibility of conducting an on the spot enquiry,meet people through a FFT,(Fact finding Team) to identify what all is necessary to support us in our long struggle. We request you to nominate a Permanent Observer Mission to this spot of land which we are eager to see a day when " the Codava Land Autonomous Region is recognised".

In consideration of our struggle for the establishment of Codava Land Autonomous Region,CLAR, under the 6th Schedule of our Constitution admittedly the long felt need of all Codavas we are holding series of human chain programmes at places of proposed Codava Land Autonomous Region on the days as detailed below. We insist the Union Government to take up our matter along with that of Gorkhaland, Telengana, and 3 diverse regions of Kashmir, i e Jammu, Srinagar and Ladakh.It is a known fact that discussions as between the representatives of each section with the government of India is in the progress.Not only that, there is yet another disturbing factor also and it is also a truth that the Union Government has initiated dialogue with NSCN(I-M), (National Socialist council of Nagaland), Kashmiri separatists of J & K State and ULFA(United Liberation Front of Assam) who without doubt are threats to very sovereignty of this country. Anyhow we do not propose to test the last mentioned matter any further. We feel discriminated, even though our subject is before the Union Government for well over score of years.

Hence Codavas are hereby requested that we must harden our struggle towards the achievement of our long desired political goal i e the establishment of Codava Land encompassed with 45 ancient traditional Codava Naads under the 6th Schedule of our Constitution within the course of a year.Each Codava and the Union Government should know the demand for Codava land autonomous region definitely is the legitimate right of Codavas. In between the human chain programme the Ainemane sojourn would be continued intermittently and just now such a congregation would be held at "Chamera" Ainemane of Mankya village of Surlabi Naad. on 18 Feb 2011 after 3 o clock in the noon. And so we would hold a Satyagraha at the Gandhi Square Bangalore on 21 March 2011, to mark the international day for the elimination of racial discrimination and the party would meet both the Governor and Chief Minister.

Demanding Codava Land a human chain program at Murnad March 24, 2011.

A human Chain program held in Murnad and good number of Codava’s took part in the program and further that road block was also successfully conducted for more than an our. Our main instance is to consider Codava Land subject under 6th schedule of constitution along with the questions of Telangana, Gorkha land and reservation tag to Codava race along with Gujjars of Rajasthan and Jaats of U.P., Panjab, Hariyana and Rajasthan by the Union Government. Sri. N.U. Nachappa Codava, President of Codava National Council explained about the demand and struggle for Codava Land in detail and M/s Palanganda Lava, Balekuttira Aiyappa, Nandetira Gandhi, Mukkatira Shivu, Chawrira Ramesh, Ammatanda Prasad also spoke during the occasion.
